Effective immediately, the following fire safety measures must be implemented in Houses in Multiple Occupation (HMOs):
Fire Detection and Alarm Systems:
All HMOs must be equipped with a compliant fire detection and alarm system.
Smoke detectors must be installed in all habitable rooms, kitchens, and hallways.
Heat detectors must be installed in kitchens.
Alarm systems must be interconnected so that when one alarm is triggered, all alarms in the property will sound.
Escape Routes and Exits:
All escape routes must be kept clear of obstructions.
Exit routes must be clearly marked and illuminated.
Fire doors must be installed on all rooms leading to escape routes, with self-closing devices.
Doors to escape routes must provide a minimum of 30 minutes fire resistance.
Fire Fighting Equipment:
Fire extinguishers must be provided on each floor of the property.
Fire blankets must be available in all kitchens.
Emergency Lighting:
Emergency lighting must be installed in communal areas and escape routes to ensure visibility during a power outage.
Fire Safety Management:
A fire risk assessment must be conducted by a competent person and reviewed regularly.
All tenants must be informed about the fire safety procedures and evacuation plan.
Regular fire drills should be conducted to ensure all tenants are familiar with the evacuation process.
Maintenance and Testing:
Fire safety equipment and alarm systems must be tested and maintained regularly.
Records of maintenance and testing must be kept and made available for inspection.
Compliance and Enforcement:
Landlords must comply with the new regulations to avoid penalties.
Local authorities will conduct inspections to ensure compliance with fire safety standards.
